PROBATIONARY COURSES FOR SOUTH AMERICAN STUDENTS
In 2004, Valladolid Town Council initiated a new cooperation project: a Management course aimed at South American civil servants and technicians. Five municipal directors from Ate (Peru) and three from Tuluá (Colombia) had the opportunity to see how our Town Council works and to carry out projects with a view to adapting and applying them in their country.
Following this experience and coinciding with the XXVI South American Municipalities Congress in our city in October 2004, Valladolid Town Council, the South American Organization for Intermunicipal Cooperation (OICI) and the Spanish Federation of Municipalities and Provinces (FEMP) drew up together the Programme of Technical Cooperation: PROBATIONARY COURSES FOR SOUTH AMERICAN STUDENTS.
A permanent training and development programme for technicians and local employees of South American municipalities was set up. The programme is eminently practical, giving the probationers the opportunity to familiarize themselves in situ with the management of Spanish municipalities and to carry out projects adapted to possible applications in their municipalities.
The probationers, proposed by the respective associations of municipalities in their countries, receive theoretical and practical training in Madrid and Valladolid and then carry out their specific project in our city or in one of the other member cities of OICI who have decided to collaborate with the Programme.
So far, the municipalities of Burgos, La Coruña, Madrid, Pamplona and Vitoria, the local governments of Badajoz and Valladolid and also the Government of La Rioja, the Carlos III University in Madrid, the Union of South American Capital Cities (UCCI) and the Public Administration Institutes of Jalisco and Quintana Roo (Mexico) have collaborated.
The programme has already run four times and 60 probationers from ten countries: Bolivia, Peru, Colombia, Venezuela, Panama, Guatemala, Honduras, El Salvador, Dominican Republic and Mexico have taken part.
The 2009 programme will have some new features which will enhance this interesting technical cooperation programme.
